FSD stands for Full Self-Driving, and that is not what is being approved. What is being approved now is FSD Supervised, which is quite far from the original idea where the car drives around as a taxi on its own and the driver works during the morning rush.
Now they are approving something where the driver sits in a lotus position and is responsible for everything. Looking at the videos, using it doesn’t look very relaxed…
