As I understand it, many people have existing ailments without realizing it (or a condition requiring treatment or at least lifestyle changes); what better way to screen for them (faster, cheaper) than with a blood test that reveals many hidden issues.

That is true, and this is at the core of NGH. But this is not the assessment of the need for treatment that the linked government proposal concerns.
