A more winding story regarding the situation of the German D-LBO.
Some progress seems to have been achieved, but it is somewhat difficult from the outside to estimate what, how much, and what it ultimately means for the big picture. Success in one area does not yet mean the whole project is okay, let alone the overall entity (within the armed forces, within Nato).
Anyway, an expansion is coming:
The German Armed Forces (Bundeswehr) are planning a contract amendment worth approximately 2.4 billion euros. More than two billion euros of this will be allocated to equipping new vehicles and procuring new digital handheld radios. Parliamentary approval is expected in June. According to the Ministry of Defence, this is not explicitly an additional cost compared to the original D-LBO program, but rather an investment in the general expansion of the armed forces.
