Interpretation: In the 1st round (existing owners’ subscription rights), the offering will not be fully subscribed, but some owners with a small number of shares may wish to subscribe for more than is possible through the rights received via ownership → these subscribers have priority in the 2nd round, but the offering likely still won’t be fully subscribed in rounds 1-2.

So, for a small amount of money, you can buy your way into the 1st-2nd round subscriptions and will likely get a relevant position through the subscription, because presumably it goes beyond rounds 1-2 before the offering is full. Is that how it works?

But it doesn’t matter whether you owned the share and received 1,000 subscription rights or bought those 1,000 from the exchange; both are allocated the same amount in the secondary subscription. Sometimes there are also offerings where existing owners have priority in the secondary, but not in this offering.
