A bit of a bigger renovation, worth 28.5 million euros.

SRV to carry out a renovation of the Pasila administrative center – Finland’s largest shared work environment to be completed in the premises
SRV and Senaatti Properties have signed an agreement on the implementation of the renovation of the Pasila administrative building in Helsinki. The value of the project, implemented as a collaborative project management contract, for SRV is 28.5 million euros (VAT 0%). The project will be recorded in SRV’s order book for February. The project further strengthens SRV’s leading position in collaborative contracting.
Finland’s largest shared work environment will be completed in the Pasila administrative center in Helsinki, providing premises for 12 different operators and a shared customer service point. Consequently, extensive space modification and renovation works will be carried out in the property, completed in 1982. The total scope of the project is approximately 31,000 gross square meters, of which the renovated premises cover approximately 19,000 gross square meters. Construction work will commence immediately in February 2025, and the renovated premises will be handed over to the client in spring 2026.
“We bring our strong expertise in renovation construction and the implementation of modern work environments to the project. Most recently, we have carried out, for example, the renovation of the Small Stage of the Finnish National Theatre, the renovation and expansion of Kulttuurikasarm (Cultural Barracks), the renovation of Unioninkatu 37, also known as Snellmania, and the extensive renovation of Elanto House in Hakaniemi, Helsinki, where three properties were combined into a modern facility complex,” says Marko Räisänen, SRV’s Unit Director, and continues: “The work will be carried out in phases, and users will be working simultaneously in other areas of the administrative building, so we pay special attention to performing the work safely and ensuring the undisturbed operation of the area.”
“Shared work environments meet the needs of a changing working life, reduce emissions, and bring savings. The state’s premises strategy aims for a quarter of state personnel to work in shared work environments by 2030. When several agencies share the same premises, unnecessary square meters can be reduced, thereby saving not only on premises costs but also on property maintenance costs,” says Joel Saarinen, Construction Manager at Senaatti Properties.
Premises for 12 different operators and a shared customer service point for 8 operators will be completed in the shared work environment. According to the current plan, the following will be located in the shared work environment of the Pasila administrative center: the Tax Administration (Vero), Statistics Finland, the Social Security Appeals Board (SAMU), the National Land Survey of Finland (MML), the Digital and Population Data Services Agency (DVV), the Centre for Economic Development, Transport and the Environment (ELY), the Regional State Administrative Agency (AVI), the Finnish Transport and Communications Agency Traficom, Metsähallitus (Forestry Administration), the Finnish Transport Infrastructure Agency, the Energy Authority, and the Finnish Safety and Chemicals Agency (Tukes). Approximately 5200 people will be working in Pasila’s shared work environment by the end of 2026.
