This hasn’t been explicitly stated anywhere, but I’m reading between the lines: as more information is being gathered alongside the preparation of the proposal, this ethical evaluation will be revisited before committing to the project.

That is exactly the case. And it is actually evident from the screenshots in the HS article as well.
